Is this what devolution meant?

They are known because of their influence in politics and their healthy bank balances. After the promulgation of the constitution that saw the transition from centralized to decentralized government where there were to be 47 counties under the watch of Governors, Many politicians fought tooth to nail to secure a place as the first governor in every county. Many did not understand their role and the money that would be poured into the county for development. Under the devolution, Governors were supposed to manage county funds under the MCA'S who would play the role of oversight. In Nairobi county for instance, in the financial year 2013-2014, the county government got 7 billion from the national government. The amount went on increasing up to 12 billion and every coin was supposed to be managed by the governor.
I just wanted to give you a short description of how management of the county monies is supervised. Since devolution was enacted, we have seen many development projects, thanks to governors who are working tirelessly to ensure that. But we've also heard much looting from the county chiefs. Through senate, many governors have escaped with a whisker the shock of impeachment. Practically, the tremendous lavish life style of many governors have changed. We understand that they get a handsome pay of more than a million every month, but within 4 years in office we've seen them sky rocketing from oil guzzlers cars to choppers. For example, During the late governor Gachagua's funeral, Governors arrived with a new style every one boarding a chopper. There were more than 18 choppers packed in style having made a history since they assumed office. In few words, the governors were sending a clear message that in the county government, there are monies to support and maintain a chopper that is worth more than Sh.12 billion. It is a definite character on our current leaders. Its that governor who opted to come with a helicopter but denied his people water a basic commodity in a certain county. Let us vote wisely and never repeat the mistake we did in 2013.😟😟😟😟
